For lower levels, stick around Palanthas. There is some good equipment in the sewers and a lot of mobs for different levels. - The teens in the northeast gate give good xp. - Kender that wander around are good till about 13ish. - Sailors are good if you have a pet to tank, then the upgraded scruffy sailor after that.
